Program
CultureGuard is a program developed by Carbal Medical Services and funded through the Queensland Government.
The program aims to empower local communities and offering online education to respond in a culturally appropriate way to young First Nations females offending or at risk of offending.
Carbal’s CultureGuard:
Online eLearning Course
The primary goal of CultureGuard is to enhance cultural safety within youth justice, reduce the over-representation of First Nations youth in the justice system, and promote sustainable, positive relationships between the youth and their communities.
The online course focus on cultural competence and sensitivity to address the unique challenges these young individuals face, including intergenerational trauma and systemic inequities.
Course Overview
Carbal’s CultureGuard online course offers flexible, accessible training that you can complete at your own pace. It includes modules on the foundational principles of culturally safe practices, case studies, and practical tools for helping our young people stay out of the justice system.
The online course provides learning, engagement, context and most importantly tools and resources for you to access and utilise in your environment. Each module is standalone, allowing you to pick and choose according to your individual needs.
Cost
The program is offered across Australia at NO cost.
Who Can Enrol?
This online eLearning course is designed for any professional engaging with First Nations youth who may be at risk of or involved in the justice system.
CultureGuard is open and applicable to any professional seeking contribute to change and make an impact, including:

Course Duration
CultureGuard is a 6-hour learning package. The online course provides learning, engagement, context and most importantly tools and resources for you to access and utilise in your environment.
The course may be completed in its entirety, or each module can be completed as a standalone topic, allowing the ability to pick and choose according to individual needs.
Upon completion you will be issued with a Statement of Attendance.

Justice Reinvestment Plan 2024
From Carbal’s 2024 CultureGuard community workshops conducted across the region, First Nations voices were heard, allowing Carbal to develop a Community Justice Reinvestment Plan—the first of its kind for our region. This plan aims to guide meaningful discussions, identify service gaps, and encourage positive outcomes for our community.
By listening to the needs and aspirations of our people, we are working towards a future that fosters safety, equity, and justice for all.

Our approach focuses on bringing together local communities, strengthening families, and offering culturally appropriate support services that address the root causes of offending.
